In certain circumstances, Yes. Routers used to share broadband connections employ NAT in order to allow multiple computers to share a single IP address for Internet traffic. NAT confuses many VPN solutions. Some, but not all routers allow for IPSEC, and PPTP passthrough to allow unobstructed access for VPN connections.
